The Central Asian country’s debut in the 2013 wont happen, and maybe for some upcoming years. Kazakhstan is not a member of the Council of Europe, which is a requirement for all participating countries (except Israel).
For Kazakhstan to be eligible to take part membership to the council of Europe must be agreed before the December cut off date for announcing participation, this will not happen until Kazakhstan improves its Human Rights record and democratic values.
Rumours of participation in 2013 have grown due to the broadcasting of the 2012 contest by Arna Media. Participation in the contest looks unlikely in the near future, another option in the future would be that Kazakhstan would take part in Asiavision. But in 2013 there wont be a Kazakh entry.
